The Government has approved Resolution No. 964, which establishes the procedure for importing seed and planting material not included in the Register of Plant Varieties of Ukraine but listed in the Plant Variety List of the Organisation for Economic Co-operation and Development (OECD).
This was announced by the Ministry of Agrarian Policy and Food of Ukraine.
“The resolution was adopted in accordance with Ukraine’s fulfillment of international commitments to ensure compliance with the Seed Schemes of the Organisation for Economic Co-operation and Development (OECD),” clarified the ministry.
The document approves the conditions and procedures for the import of seeds and planting material of a variety, including:
- Confirmation of the information about the variety included in the OECD Plant Variety List, those agricultural plants, the seed certification schemes of which Ukraine has joined. Obtaining consent from the competent authority of the country of variety registration for seed reproduction.
- Importing seed and planting material of a variety not included in the State Register of Plant Varieties suitable for propagation but listed in the OECD Plant Variety List, those agricultural plants, the seed certification schemes of which Ukraine has joined. This includes reproduction and export beyond the state borders.
The implementation of the requirements outlined in the resolution falls under the responsibility of the Ministry of Agrarian Policy.

The previous resolution of the Cabinet of Ministers from 2016, No. 762, which regulated the procedure for importing unregistered seeds and planting material into Ukraine and exporting them beyond its borders, has been declared void.
